Our Objective
As the Board of Directors, our primary objective is to be stewards of and responsible for standardizing and maintaining common areas within Valley View. It is our hope and desire that transparency in financials, active projects, needs, and evolution of the HOA role will allow each Unit Owner to enjoy the transformation that Valley View has undergone, becoming the most valuable multifamily asset in Olympic Valley while ensuring that owners fully assume their responsibilities to keep that status.

The following has been created to clarify which party is responsible for the various items within Valley View.
The HOA is responsible for the common and restricted common areas within Valley View.
Each Unit Owner is responsible for the interior of their units, exterior windows, flues, and personal property.
Granite Peak is contracted to provide the HOA with finance and administrative services and to support the HOA Board in managing, maintaining, and repairing the HOA's common elements.
Granite Peak is not under contract (nor has it even been under contract) to support any of the items listed in Unit Owner’s Responsibilities.
Action plans have been provided below for common requests and a list of possible resources for your diligence.

The HOA is responsible for the common and restricted common areas within Valley View. This includes the exterior siding of the buildings, decks, foundations, roofing, chimney exteriors, and chimney caps.
The HOA is responsible for the parking lots, landscaping, all retaining walls within the complex, the grounds, walkways, railings, and pathway lighting.
The HOA is responsible for trash removal, exterior signs, fire suppression systems, and each triplex's standard electrical, water, sewer, and propane infrastructure.
The HOA is responsible for all original front decks, stairs, and exterior doors.

Each Unit Owner is responsible for the interior of the units, including all plumbing, electrical, and heating systems (furnaces, furnace flues, flue caps, and ductwork). The plumbing lines under the unit that only service that unit are also the responsibility of the Unit Owner (documentation located here). The Unit Owner is responsible for any damages to its unit or any adjoining unit caused by the failure of any of these systems.
Unit Owners are also responsible for the maintenance and repair of any bump out, its exterior door and front stair. Unit Owners are responsible for all exterior windows and any non-bump-out exterior door installed at the owner’s request. Unit Owners are responsible for the periodic cleaning and maintenance of wood fireplaces, wood fireplace flues, and flue caps.
Any fees incurred for work done to a unit required per Section 5.2.10 of the CCRs performed by the HOA Board and its contractors will be subsequently billed to the unit owner.
The HOA encourages Unit Owners to obtain Condo Insurance to protect personal property, as it is the responsibility of Unit Owners to protect their personal effects.

Granite is contracted primarily to provide the HOA with finance and administrative services, including billing and collecting quarterly assessments, special assessments, and fines.
Granite is under contract to support the HOA Board in managing, maintaining, and repairing the HOA common elements listed above, including emergency services that the HOA common elements may require.
Granite Peak is not under contract (nor has it even been under contract) to support any of the items listed that are the Unit Owner’s Responsibilities. These are the direct responsibility of the Unit Owner.

The warranties for our new siding (Nichiha and metal) require that no holes be drilled or anything attached to any unit’s exterior siding surfaces.
Per Article III, 3.7 of CCR's, "Nothing shall be done in any unit or in or on the common area which will impair the structural integrity of the building or which will structurally change the building or which would alter or add to the building except as otherwise provided herein."
Per Article VIII, 8.1 of Valley View CCR's, "No building, addition, wall, fence, or alteration shall be begun, constructed, maintained or permitted to remain on or in any unit or on the Common Area until complete plans and specifications of the proposed work have been submitted to and approved by the Architectural Control Committee. The Committee shall review all such proposals to judge whether they are compatible with the standards of design, construction and quality of the Project and, if they are not, require that changes be made before approval."

Valley View Parking Rules are located here for your review.
No vehicle shall be parked in any parking space unless a valid Association parking pass or owner sticker is displayed on the front dashboard. Only two (2) parking spaces per day are available for each Unit (including visitor parking passes and owner stickers).

This Section is work in progress. We are in the process of establish an Electric Charger Policy.
We expect that Electric Vehicle Owners will need to register their vehicle to use the Community Charger. This will allow other users to contact you should you vehicle need to be moved.

The responsibility of maintaining the owner’s unit is the unit owner's responsibility. The HOA Board is not responsible for managing Unit Owner maintenance and service requests.
It is recommended that the owner contract with a Home Maintenance Service. We recommend that Managehome (www.managehome.net) be contacted. They can be reached at 1-844-431-4663. Granite Peak may also be interested in providing this service via their Tahoe Vacation Rental subsidiary. It is the owner’s responsibility to source this resource.
Service requests (e.g., opening doors for vendors, removing furniture and grills from decks, checking and restarting furnaces, turning on/off water, etc.) are provided by the unit owner or the Home Maintenance Service.
Any unit in the Placer County Short Term Rental program must have a Local Contact, and the owner and/or their renters should contact the Local Contact for any and all unit-specific services, including emergencies.
Neither Granite Peak nor the HOA is responsible for unit-specific maintenance and/or unit-specific emergencies.

If there is an issue with any of the HOA common areas or restricted common areas, a maintenance order found on the Granite Peak website is to be completed.
If there is an emergency with any of the HOA common or restricted spaces or any of the HOA infrastructure (listed above), Granite Peak is to be called at 530-583-7545.
Should the HOA and/or Granite Peak be contacted for an emergency service or maintenance issue that is the unit owner's responsibility, the unit owner will be billed for this work.

Before starting any project that affects the exterior of the unit or requires changes to the unit’s infrastructure, an Architectural Committee Form must be submitted for approval. Instructions can be located here
The unit owner must also obtain a Placer County permit for any improvements made to a Unit’s Interior for which a permit is required. A permit is to be posted in a front window. Failure to obtain a permit may jeopardize the later sale of a unit and or be subject to fines.
